Aajeevika Grameen Express Yojana (AGEY)

The Government of India has launched a new sub-scheme named “Aajeevika Grameen Express Yojana (AGEY)” as part of the Deendayal Antyodaya Yojana under National Rural Livelihoods Mission (DAY-NRLM). The Self Help Groups under DAY-NRLM will operate road transport service in backward and rural areas. This will help to provide safe, affordable and community monitored rural transport services to connect remote villages with key services and amenities (such as access to markets, education and health) for the overall economic and social development of backward and rural areas.

This will also provide an additional avenue of livelihood for Self Help Groups. The basic outline of AGEY was discussed in a meeting of State Transport Ministers of 13 States held in June 2016 at Dharamshala, Himachal Pradesh and all the Transport Ministers had expressed their appreciation of this initiative regarding transportation connectivity.

Objectives of Aajeevika Grameen Express Yojana

AGEY will help to provide safe, affordable and community monitored rural transport services to connect remote villages with key services and amenities such as access to markets, education and health care for the overall economic and social development of backward and rural areas. The transport services will be provided by launching e-rickshaws, 3 and 4 wheeler motorized transport vehicles to connect remote villages with the help of Self Help Groups (SHGs) under DAY-NRLM. This will provide an additional avenue of livelihood for them.

The scheme will be implemented initially in 250 blocks anywhere in the country on a pilot basis for a period of 3 years (2017-20) with each block provided up to six vehicles to operate transport services. The Community Investment Fund (CIF) provided to Community Based Organization (CBOs) under DAY-NRLM will be utilized to provide interest free loan to SHG member for purchasing of transportation vehicles.

About DAY-NRLM

DAY-NRLM is a poverty alleviation scheme implemented by Union Ministry of Rural Development in India. It was launched as NRLM in 2011 but was succeeded by Deen Dayal Antyodaya Yojana in 2016 all over the country. The scheme aims at promoting self-employment and organization of poor people living at rural and backward areas.

Aajeevika Grameen Express Yojana Details

The basic idea behind this programme is to organize the poor into SHG (Self Help Groups) groups and make them capable for self-employment so that they become able to earn their livelihood. It has a special focus on women empowerment including a dedicated component for promoting farm and non-farm based livelihoods for women farmers in rural and backward areas.

The scheme helps rural poor to set up self-employment ventures by ensuring easy access to credit and capital from various banks. It is implemented across the country in all States and Union Territories except Delhi and Chandigarh. It is one of the world’s largest initiatives to improve the livelihood of poor population of rural India. It is also supported by World Bank.

Key Features of Aajeevika Grameen Express Yojana AGEY

The scheme will be implemented in 250 blocks in the country on a pilot basis for a period of 3 years from 2017-18 to 2019-20, under which the Community Based Organisation(s) (CBO) is proposed to provide interest free loan from its own corpus to SHG member for purchase of the vehicle.

AGEY will provide safe, affordable and community monitored rural transport services like e-rickshaws, 3 and 4 wheeler motorized transport vehicles to connect remote villages from other developed and developing areas. These transport vehicles will connect villages with key services and amenities including access to markets, education and health care for the overall economic and social development of the area.
