Heritage City Development and Augmentation Yojana: Introduction

The Prime Minister Shri Narendra Modi inaugurated the National Heritage City Development and Augmentation Yojana (HRIDAY) on January 21, 2015 to make India a high ranking country. Under this scheme, 12 cities of the country will be developed in the first 4 years. The budget of this scheme has been kept at Rs 500 crores. Through this, it will support the development of infrastructure in those cities, which will include revival of linked urban infrastructure for heritage properties like monument, ghat, temple etc., as well as some intangible assets will be revived. These initiatives include the development of sanitation facilities, roads, public transport and parking, civil services, information kiosks etc.

Under the National Heritage City Development and Augmentation Yojana (HRIDAY), each city will be given a total outlay of 4 years (completion of November 2018) and 500 crore rupees. When successfully working in these cities, it will be further extended in other cities.

HRIDAY Objective

  • Emphasis on planning, development and implementation of heritage sensitive infrastructure
  • To arrange service delivery and infrastructure in the main areas of the historic city.
  • Protecting and regenerating heritage so that tourists can directly connect with the unique character of the city.
  • Cities Development and Documents – To promote natural, cultural, living and fabricated legacy as a basis for urban planning, development and service provision and distribution.
  • Improving public facilities such as toilets, water faucets, street lights
  • Improve tourism facilities
  • Focus on sanitation services.
  • Increasing local capacity for inclusive heritage-based industry
  • Make effective contacts between tourism and cultural facilities.
  • Urban heritage including adaptive rehabilitation and maintenance, appropriate technologies for retrofitting historic buildings.
  • Setting up and managing effective public-private partnerships for urban rehabilitation
  • Development and promotion of basic economic activities to increase livelihood opportunities among stakeholders.
  • Protecting lenses from modern ICT devices, modern surveillance of cities with security equipment like CCTV etc.
  • Promote road, medicine, education etc.

Budget for HRIDAY Cities

The Central Government has selected 12 cities for the first 4 years and have passed the budget of 500 crores for those cities.

  • High speed internet
  • Good roads
  • Good education system
  • Toilet , Water, traffic etc.

HRIDAY Starting Cities:

This central scheme of the central government is focused on reviving these 12 heritage cities in the first 4 years there are Amrawati (Andhra Pradesh), Gaya (Bihar), Dwaraka (Gujarat), Badami (Karnataka), Puri (Odisha), Amritsar (Punjab), Ajmer (Rajasthan), Kanchipuram and Velankanni (Tamil Nadu), Warrangal (Telangana) and Mathura and Varanasi (Uttar Pradesh).

HRIDAY Funding

The HRIDAY scheme is a scheme run by the central government, where 100% funding will be provided by the Government of India. Rs 500 crore rupees have been allocated under the scheme.
